LaToya Clemons

LaToya Clemons serves as Director of People & Culture at the Terasaki Institute for Biomedical Innovation, bringing more than 20 years of progressive human resources leadership experience across Fortune 500 corporations, start-ups, and nonprofit organizations.

LaToya is a strategic people leader responsible for designing and advancing the Institute’s people strategy to support a dynamic biomedical research environment. She partners closely with executive leadership to align workforce planning, compensation design, organizational development, and compliance initiatives with institutional growth and operational excellence.

Throughout her career, LaToya has built a reputation for developing scalable HR infrastructure that balances fiscal stewardship with a people-first philosophy. At Terasaki Institute, she has led the modernization of benefits administration, architected a comprehensive performance management framework, and developed a formal Compensation Policy and performance-based bonus structure to promote equity, accountability, and market competitiveness.

Her expertise spans total rewards strategy, employee and labor relations, global talent programs, regulatory compliance, performance management, and HR systems optimization. She also established the Institute’s internal J-1 Visa Bridge Program to strengthen international scholar recruitment and streamline immigration processes.

Prior to joining the Institute, LaToya held HR leadership roles with organizations including General Electric, Yum! Brands, McDonald’s Corporation, and several high-growth companies, where she consistently delivered measurable business outcomes through strategic people initiatives.

She holds a Bachelor of Arts in Human Resources and a Master of Business Administration with a concentration in Leadership Development. LaToya is a long-standing member of the Society for Human Resource Management (SHRM) and is passionate about cultivating high-performing, inclusive workplace cultures that empower both individuals and organizations to thrive.
